1. The National Council on Privatisation (NCP) under the chairmanship of His Excellency, the Vice President of the Federal Republic of Nigeria and with its secretariat at the Bureau of Public Enterprises (BPE) has the mandate for the implementation of Public Enterprises Reform and Restructuring under the Privatisation and Commercialisation programme of the Federal Government.
2. The Federal Government of Nigeria through the NCP/BPE has currently embarked upon Ports Reform and Restructuring aimed at increasing efficiency and reduction of costs to users and government.
3. As part of this exercise, the Federal Government through the NCP/BPE hereby invites prospective Marine Transport Service providers as concessionaires for Nigeria Sea Port terminals.
4. These concessions to be created through International Competitive Bidding would cover services in the following sea ports:
· Lagos/Apapa, Lagos
· Tin Can Island
· Lagos Container Terminal
· Lagos-Roro Terminal
· Port-Harcourt
· Onne (FLT & FOT)
· Warri
· Sapele
· Koko
· Calabar.
5. These ports constitute the hub of international trade in the West African Sub-region and some landlocked countries of Sub-Saharan African.
6. Prospective concessionaires, who must be local/ international port operators, will be responsible for terminal operations including investment in the provision and maintenance of the superstructure and equipment.
7. Such prospective concessionaires should provide:
· Verifiable evidence of record of successful investment and technical competence in port service provision.
· Requisite financial resources and technical competence not only to provide port services but also to improve and modernize existing superstructures and equipment.
Method of Application - Interested applicants should indicate their interest by providing the following documentation and information:
· Full name of company and contact person, postal address, telephone/fax numbers, and e-mail addresses.
· Ownership structure of company; name(s) of major shareholders and percentage shareholding.
· Audited financial statements for the past five (5) years and most recent management accounts. |
· Technical and operational capabilities:
ü Number of years in marine operations
ü Local and international experience in the marine industry.
ü Evidence of ample financial resources.
1. Upon receipt of Expressions of Interest (EOI) from prospective concessionaire, NCP shall evaluate and pre-qualify applicants. Thereafter pre-qualified applicants will be issued the list of available concessions in each port.
2. Prior to access to information and facilities of NPA, pre-qualified applicants will be required to pay a non-refundable fee of US$5,000 in bank draft drawn in favour of BPE for each concession.
3. An original copy and five (5) other copies of Expressions of Interest shall be delivered in a sealed envelope clearly marked “EOI Ports Concession” at the top right hand corner and delivered to any of the addresses below not later than Friday, 20th February, 2004 by 16Hrs. GMT.
